I suspect it has. I have always seen the phrase (or similar ones) in a context
that is racist, but towards whites, not vice versa. In my experience, "mighty
white of ya" is usually (contextually) an implication of dishonest dealing.
(giving something they don't have, taking advantange of ignorance(1), etc).
