I would revise that statement to say "The existence of US sanctions
against Cuba prevents us from determining with certainty whether Cuban
Communism would fail or succeed in the absence of those sanctions."
Declaring that sanctions in themselves prevent the country from
functioning (since, after all, Cuba has trade with other nations, doesn't
it?) seems to ascribe too much importance to the influence of an outside
power. Yes, the US represents huge dollar power, and yes, the absence of US
dollars in the Cuban economy can be expected to have an effect, but is it
reasonable to expect a Communist system to be supported by a Capitalist
system, all the while still calling it Communist?
