I doubt there's many people doing this. It's not impossible to catch
someone. All bid retractions and cancelations are recorded in the bid
history for the auction. A user's bid profile shows the number of bid
retractions in the past 7 days, past month, and past 6 months. You can
request the e-mail address and postal address information for a user. If
you get their postal address, they will be given yours also so you can't
do this secretly. If you suspect it has happened, you can contact eBay,
and theoretically they will investigate. One hint also is that shill
bidders tend to have low feedback ratings.
