I can't explain the governments logic because I find a lot of what it does to
be illogical. But let's say you pay your credit card by mail and the CC company
never receives it or cashes the check, you still get charged a late fee, right?
They may waive the fee but it's still your problem, the mailer of the letter,
not the Post Office. Lets say you order a set from Shop At Home and it arrives
damaged, If they did not insure it, You would expect them to replace it, right?
I'm not a PO employee but these are things I have been told by them on many,
many occasions.(I usually ask different people to see if I get the same answer)
I always use Delivery Confirmation or Insurance, even if it is at my own cost.
