I may have hastily threw the idea out there, but picture it being more like
an orgization similar to ILTCO.
ILTCO is comprised of many LTCs and is one voice for them all when dealing
with TLC...

I personally prefer simplicity to complexity.  What you're describing
sounds
like a redundant structure to the administration and the membership.  Am I
missing some essential need that isn't being filled and can only be filled
by
this association?
