I guess the off-topic.* hierarchy is a discrepancy -- or, more specifically,
a special case/exception.

Sure, as long as the thread stayed within the spirit of building and
building techniques. But if the thread wandered toward brand-x as a product
line -- and away from the purity of building -- then the thread should
probably be moved to .off-topic.clone-brands by using the 'Followup-To'
header.
Same thing for the LEGO brand: If a thread discussing building techniques
were to evolve into a discussion about, say, all the different variants of
9v LEGO Trains, then it might be most appropriate to move the thread over to
the lugnet.trains group -- or to cross-post between lugnet.build and
lugnet.trains if the discussion was still covering building techniques at
the same time as products.
It would probably even be appropriate to crosspost between lugnet.build and
lugnet.off-topic.clone-brands for certain types of building discussions.
