Yes, some do.  But others, like your TV, radio, and CBs do not.  They just
recieve messages over the airwaves.

It may be that you are right and this is what happened.

But I was thinking that the message was just sent out on a certain
frequency, kinda like the police frequencies you can pick up with a scanner.
They knew she was out there, but they did not know where, so they just
broadcast that message on a frequency they knew she would be monitoring.
