A real-life example, and one which is relevant to this scene.
The US dollar, though the official currency of only a handful
of countries, is accepted as legal tender in a great number
of other countries (especially in Latin America, where the
local currencies are subject to wild, inflation-related
fluctuation). However, despite its wide-acceptance, not all
obscure places take them. Now, QGJ will have experience of
the Republic Datari being accepted widely, throughout the
Republic certainly, as well as in some of the Outer Rim
planets. Granted, planets on the Republic's periphery are more
likely to accept them, but would explain his attempts to some
degree. This doesn't justify his attempt to make Watto accept
the currency, but would at least demonstrate his frustration
at the blob not accepting it in the first place.
