Yes. The shopkeeper has said he won't take the dollars, and the Jedi is
trying to get around that, just because it's easier for him.

Expedient + Assumption != Good

The issue here is mind control, depriving others of free will. The JMT is
psychic coercion. Proper use of this power is a heavy responsibility. It
shouldn't be trotted out whenever the jedi wants to make his life easier.
