It wont just topple as it is "spring" return to centre...This puts the
whole system in dynamic oscillation (especially with the 8lb ball

"The shaft is hollow inside and a special alloy steel rod with high
yield strength serves as a torsional spring. The rod runs trough the
entire length of the shaft and it is rigidly attached to the beam. The
other end of the rod is held by a fixture which is bolted onto the
base. When the beam is deflected to one side and then released, the
torsional spring will bring the beam back to level."
