I assume you are referring to charges borne by international account holders
(non-US).
From the Policy Changes page:

International Payments Free for Domestic Users
Entry Date: October 2, 2000
Effective Date: October 31, 2000
PayPal plans to introduce the ability to send money to, and receive money
from, international users in 26 countries by Halloween. There will be no
additional fees for domestic customers to send or receive international
payments.

Are international account holders able to fund transactions via a bank
account or is credit card funding the only option?? If that's the case then
US personal accounts will be capped on the amount of international business
you can receive.
I'm thinking that instituting a CC funded payment fee policy may be in
order: "If paying via PayPal from a US account, thou shalt not use CC
funding else a 10% additional payment will be required for release of goods.
Failure to send said 10% fee shall result in immediate forfeiture of any and
all funds previously transmitted as well as goods"
