Do you mean legally? Or from a reputation perspective?

I don't think that you are legally required (in a mutually voluntary
transaction) to accept or not accept any particular form.(1) I certainly
can, and will, refuse to accept payment in pennies, or even in one dollar
bills. (so, by the way, does the IRS, they won't take taxes in one dollar
bills either, much less pennies) And I will put the entire risk of payment
on the other party, or not do the deal at all, when currency of any kind is
involved.

And, I strongly discourage money orders and checks as I don't want to deal
with paper, it is a huge hassle (especially when you're not around much,
which I ain't, I am in the UK right now) Paypal is so much more convenient
for me. It is worth SOMETHING extra, but if they keep raising the fees I
will reconsider. Till then I will shift cost to buyers whereever I can.

The reputation angle is a factor, certainly. I'll take the hit if I have to.

The PayPal totally free thing was too good to be true, the CC processors are
no doubt squeezing them for the standard cut that everyone else has to pay,
so it is only fair (but unfortunate) that they pass that cost on to the users.

1 - The CC companies, by imposing a "you can't charge extra for CC" are
using a very carefully crafted strategy, since what they are saying is that
it is an agreement between you and the CC accepting bank that you can't, not
a matter of legal tender law, and if you don't like it, go to a different
accepting bank or a different CC company (which there are none that don't
also charge, but tough noogies, feel free to start your own, sadly)
