Or take all the bricks with alphanumeric printing, along with the
Roadsigns, and make a new category called Sign.
How about moving the bricks with headlight/taillight patterns to Car? And
plane windows to Plane. Hmm, maybe a generic Patterned category would be
better. It would make it obvious where to look.

On *my* system, the Tap is in the 'Gizmo' category. Along with the robot
arm, the space gun, the town loudhailer, and various plates with clips,
bars and arms.
The tap doesn't really seem to fit in Minifig (or Accessories, if that ever
comes about). But it doesn't go in Equipment, either. Whereever the Space
Gun ends up, that's where Tap should go.

Exactly.
Now, do the parts in the Trailer category fit better in Equipment or Car?
How about Tractor?
Here's a possible definition for the Equipment category:
Pieces which are deliberate representations of heavy equipment.
Ladders, farm tools, and earth-moving equipment are typical examples of
what belongs in Equipment. In contrast to Accessories, which are
typically personal (ie, hand-held) tools or decorative items.
BTW, my updated partsref site includes some of the ideas posted in the last
couple of days. There are separate Technic Plate and Beam categories,
pulling some pieces out of Technic. It's not complete (and not very
clean), but it's something to look at, to see how well the idea works.
