So what would we want in a new file format ?  Here's a short list
1.  Easy upgrade path (convert the current parts easily)
2.  Fast rendering
3.  Cross-Platform portablity
4.  Supported by common modellers/renders
5.  Human Readable/Editable
6.  Capable of animation
7.  supports "mating" of parts
8.  supports texture/material mapping

OK, Begin Flaming : P

No flames here. Go for it.

Sure there is much discussion about standardization of "1st generation"
LDraw file format and nothing about a "2nd generation" file format that
would break compatibility.

What project you take on in what form is up to you, but perhaps before
branching off to something totally new, you could consider getting involved
with the topic of LDraw file format standards? Maybe you could realize your
goals for a file format there? Just a suggestion :-)
