I'd wager that the seal (rubber?) is lubricated at the factory with a "dry" lube. The water probably washes some or all of it away causing the seal to stick. I was astonished to find that when the RCX is just on (NOT running a task) with the light sensor, both switches, and both motors connected that the Battery voltage drops very quickly. 12 mV a second or more. My first Technic set was the Yellow JCB earth mover. After taking it apart to build my own model ( a claw and arm I think). I got water in the cylinders by accident. Yes, I've wondered about that also. The 802.11 chip set (Harris PRISM) might be an interesting choice, although increasing the H8 data rate from 2400b to 1Mb could be a small problem.
