A rotation sensor is connected to a wheel to make a tachometer for your Mindstorms robot. The wheel is suspended in a way to maintain constant contact to the uneven ground. The Mindstorms RCX Code software does the exact same thing as the code you listed, the only caveat is I think RCX Code uses power settings from 1 to 8 while NQC uses 0 to 7. The idea has cropped up from time to time, but nobody has written one yet. You probably don't want to simulate NQC code, but rather interpret the bytecodes emitted by the NQC compiler.
