Pretty much anything that is not in the movies is considered expanded
universe. ;)
What about the Outrider? it was in the movie.

Well I recently had the opportunity to see Ep#1 again and the updated
editions of SW 4-6.

here are my thoughts on a variety of sets:

Why not a stormtrooper polybag? (hey, you never know)

I think a Tantive 5/blockade runner and a Star Destroyer are comparatively
easy to do...just don't expect them to be anywhere near scale...I think you
could do a 2-6 fig version of Leia's ship that includes capt. Antilles leia,
3po, r2, and a couple generic rebel soldiers or stormtroopers.  All you ever
realy see of this ship is a couple hallways and the storage area where the
escape pod is launched.  The Star Destroyer could easily be a combo Nano-fig
exterior, minifig interior.  All you ever see on the Star Destroyers is the
Bridge.  Now that Lego has done the falcon and the UCS ships, I think it's
possible for them to continue producing a couple of large and pricey sets a
year.

I thinkthat "bases" are possible...but executed out of scale and presented
as Facades like the B-wing at Rebel control and the Adventurer's 5988

Other vehicles that are likely or at least possible:

r2 + 3po's escape pod
Sand Crawler (heck I expected to see this BEFORE and MTT)
Droids fom the sandcawler
Landspeeders from Mos Eisley
Dewbacks w/ Troopers or Sand People w/ Banthas
T-16 skyhopper
Jabbas barge
Jabbas palace (interiors mostly with a facade like 5988)
Emperor's throne room
Death Star "action scenes"
  detention cell + compactor
  hangar control room + tractor beam control, etc.
Death Star Turrets
Bespin Cloud Car
Carbon Freeze chamber

EP1
How about minifig scale Destroyer Droids?
Throne room
Droid carrier? (not an MTT, basically a rack of droids pulled by an open
cockpit vehicle)
Gungan Shield generators and catapults
Those blue unarmed closed cockpit Naboo landspeeders
MORE pod-racers (heck TLG could probably invent 4 a year = (
Amidala's flagship (Y'Know the chrome SR-71)
The alliance ship that get's blown away in the hangar
Those mini-droids that clean up the battlefield on Naboo

Well, you get the idea...I've gone on long enough.
