Hmm, good question. IIRC, #5 was written long before backgrounds could be
put into tables. So the motivation behind #5 wouldn't have been aesthetic,
but rather to limit the ripping off of the images as a collection. But #4
already addressed that, so #5 doesn't really add anything.
Since it wasn't my intention to prevent uses like the one you described
above, I have deleted #5. In its place, I added a new one which clarifies
#4 and the word "backgrounds":
5. You may use these images as background images (for example, page
backgrounds and table backgrounds) but not as embedded (e.g. <IMG>)
images.
At first blush, this might sound like a new restriction, but it actually
isn't: it just defines what is meant by "backgrounds" more precisely. And
in practice, this won't affect anyone, since no one uses the images via an
<IMG> tag.
