Actually, there is no entry like "follow-up" in its help context, but there
is a menu option as "tools/select news groups" which seems to be a menu
option that allows you post a message to multiple news groups. Is it the one
that I try to find?

I'm not positive, but I'm 99% sure that it's not what you want.  It really
should explicitly say

   Followup-To:

somewhere.  It's kind of obscure in Netscape until you know the trick -- for
example, in Netscape there is a little "Group:" box at the top of the
message which, when clicked, gives a drop-down menu with the choices:

   To:
   Cc:
   Bcc:
   Group:
   Reply-To:
   Followup-To:

and that's where you type the follow-up group name.
