Like someone else has mentioned elsewhere in the thread, I don't necessarily
think that the concept of "balance of the force" means an equal number of dark
side and light side Jedi.
I'm not entirely sure WHAT they mean when they say it, but they seem to be bent
on destroying the Sith while accepting the idea of this "balance", so clearly
they don't think that increasing the numbers of Sith- or in fact having any
Sith around at all- is a good thing.
My pure speculation is that it has something to do with finding someone who can
use the Force while remaining in touch with his own emotions- but not giving in
to them entirely, like the Sith do.
