when the rules say ‘roughly 12”’ thats a nice way to cover our butt, and say that when fully streched out, the rope will be 12”, BUT we have pointed out the natural curve of rope will make it sit a bit higher, as well, over the course of the day, this rope MIGHT strech a bit, so the answer is....

the rope will hang ROUGHLY 12” from the ground.

(...) Come-on Chris, the 12 is exact and the inches is exact (25.4mm as a SI reference :). It is the term roughly that I wanted clarified. From a google define (URL) roughly means: (of quantities) imprecise but fairly close to correct; "lasted (...) (21 years ago, 25-Feb-04, to lugnet.org.ca.rtltoronto, FTX)
