It's true, except for during the civil war. It was unconstitutional, and as
proof I point out that a constitutional amendment was required to get it

were steamrolled by Lincoln into going along temporarily, I think) for a
hundred years, except for during the civil war.

BTW, is the LP against bloated state government (I would imagine so) or
mainly against bloated national government?

The LP is against bloated government generally. But state bloat is "better"
than federal bloat and local bloat better still. Mostly because they're
easier to fix. (all politics is local)

What about the non-presidential seats up for grabs?  I imagine those must cost
a lot of money as well.  How many of the ~1400 LP candidates currently running
in this coming election are expected to win?

Not very many, but some.
