No. In case an RPG had been fired, people (near it) in the hotel would have
been able to tell and run away. And the response would have been proportional.
Then again, was there a sniper?

Would a sniper be so IDIOT to the point of denouncing his position to a tank
with a sniper rifle, and then shoot at it with an RPG?

Insignificantly greater? From 800m to a few, there is some difference. From
a plane POV it can be small, but from the ground?
