It's hard to second-guess battlefield conditions, though I agree that it

From what I could see on the footage, there were at least two tanks and no
visible ground troops. I assume the camera, which was located at the hotel,
to have about the same viewpoint as the alleged sniper.

A reporter from NPR was stationed on the 11th floor, and she indicated
that they heard an explosion and felt the building shake, but they didn't
think it was any more severe than recent bombing in the vicinity.  The
building was evacuated thereafter, apparently without significant additional
incident.

The RTP reporter was broadcasting live (and I was watching) when the shell
hit the hotel 2 floors below his. The videophone went dead for a few secs,
and when he returned to the screen he was visibly confuse, not knowing what
had hit. When the cameraman reached for the balcony, we could see some smoke
and debris, and a while later the images from the lobby and one of the rooms
that were hit began to appear.

Later I saw the Euronews footage - and THAT was what shocked me: the hotel
was deliberately hit.
