You can order up to 20 at a time. I did. The cost is then $40 for the 400 piece buckets, and $20 for shipping. If I did my math right, that's $0.0075 a piece. They work just fine when stores ship my items to me. When shipping out my brickbay packages, I find they aren't as reusable as the other forms of packaging. If they sit around too long they get flat. The nice thing about the buckets ONCE YOU HAVE THEM, is that you can compact 2.5 buckets into one, so those 40 will end up being 16 buckets.
