Personally, I wouldn't bid on a zero feedback seller, esp. overseas.
With regard to ebay they are exploiting a loophole in a very clever manner.
Personal and institutional scamming are two different things.

If you choose to see Ebay items Located within Australia, it doesnt show up
in that list. So how then is it possible to list in one country yet base the
currency of anothers? That seems a little wrong to me, though I guess it
would be better than those auctions that you see that are listed in $AU but
the seller will write "US Dollars only" as an auction condition.

It won't show up on the list, because of where the seller is based.
If Australians can list in US$, as half of them do, why not other countries in
other currencies ? I guess you look at your market, which unfortunately for
most aussie ebay sellers is in the US. All auctions locally I have won, have
accepted the equivalent in AU$, they just expected the buyer to be USian.

This is still confusing to me. And the zero feedback certainly doesnt raise
the confidence any bit.

Just keep checking ebay.de, train items turn up fairly regularly.
