This kind of makes sense, because a minifig ought to be able to use any and
all minifig accessories that it wants to. Jar Jar obviously can't wear hats
and helmets.
The skeletons /can/ wear whatever they want (and they look really cool in
samurai armor, dk grey helmet, and carrying a halberd) but they're obviously
not minifigs, because you can't exchange arms/legs/hands/etc.
You ought to be able to take any bit off of any minifig and put it onto any
other minifig without a problem - it's the modularity that makes them minifigs.
