I hate to suggest a new location group, but Northern Virginia (not just Arlington) should probably have it's own. In fact you could remove Arlington and replace it with nova and I doubt anyone would complain. KL (26 years ago, 2-Oct-98, to lugnet.admin.general)

Some initial thoughts in promotional sets in my lunchbreak... Categorising promotional sets will as you suggest be frought with difficulties.
