Unfortunately, my scheme works in terms of 2x4 tiled areas, which
means I  need to build a 4x4 tiled area with the "Sebulba" 2x2 tile
in the center

I think I see one thing which doesn't meet my criteria, the tile will
not be flush with the surface of the wall, it will stick out 1/2 plate
thickness. My solution leaves it flush with the surface of the wall.

I don't mind not having an interior to the container, which is good,
there is no good solution which is only 1 stud thick.

Wrong! :) :)

Well there's nothing like saying "can't be done" to shake out the
solution...

Check this out.  I just whipped this up as a solution to your problem. As far
as I can tell, it matches all criteria mechanically. The only thing I'm not
sure of is whether or not the 1x2x2 panels come in orange...

Ooh, naughty... :-)

Could you generate a JPG or two, or just describe it? (I don't have a
way to look at .DATs at work).

Hmm, I just tried to look at all the parts which are used, and I don't
see something to turn the tile on it's side, so I assume I'm missing
something.
