OK, so let's figure out a better sort order. The possible 'statuses' for files
are:
- Certified!
- Needs Admin review
- Needs more votes
- Subfiles aren't certified
- Hold
My thinking when I constructed the list and the sorting was:
- Keep the list flat; no nested listing of subfiles. I thought about nesting
files, but that causes issues with subfiles that are referenced in multiple
places.
- Subfiles that need more votes should appear before/above parent files that
use those subfiles.
- The general sort is from certified down to hold.
What could be changed is the definition of 'subfiles aren't certified'. Maybe
files shouldn't be given that categorization until after they have enough votes
for release.
Another thought is to not list subfiles on the main page at all -- some people
(Rosco, for example) tend to approach reviews in a holistic manner - review a
part and its subfiles all at once.
