Well maybe, but I'm not sure "should be expected to come to consensus" is very
useful here. What if a majority do agree that an admin is a problem, but they
can't all come to a consensus? At the moment, that majority is forced to put up
with what they consider a problem, I'm not sure that would be a workable
situation. Remember, even if you all have been able to agree on everything so
far, it is unlikely you will always be the Admins.

Well there isn't really, is there? Isn't it more a case of the site owners are
one additional check in place in addition to the admins?
