Yes, replying to myself, once more...  :)

So, I was thinking there must be some way to make this out of
standard Lego parts.  I thought of using 4 temperature sensors
but dismissed the idea because a) I don't have 4 temperature
sensors, and b) it'd be pretty expensive.

I had thought of using Lego lamps earlier, but had previously
dismissed the idea for one reason or another.  But, then I got to
thinking about the internal protection diodes in the sensor
inputs of the RCX, and well, it turns out Lego lamps will work:

This "sensor" gets hooked from the track (or directly from the
RCX command station) to sensor port 3 of the slave RCX. The
slave RCX can then act as a booster for a "power district" [1]
or insulated section of the layout.

Or, with the right software (which I've been poking away on),
the slave RCX can act as a DCC decoder to control motorized
turnouts, railway crossings, etc...  All pure Lego except for the
DCC decoders you put in the train motors.

So, once again it turns out it's possible with standard Lego parts
and once again I discover this *after* making my prototype
circuit...  Lego is amazing.  :-)
