Certainly.

I think one of the important points for the success of
the moon base module specification is that a standard
module is small enough, to allow almost anybody with a
few space sets to participate.
If a corresponding city module specification should be
a success, I believe that the modules should be of a
comparable size (probably 32×32 plus sidewalk on one
or more sides).
It seems to me that if we choose a 32×32 baseplate
plus idewalk on one or more sides as the basic city
module, then we "just" have to decide on the height
and width of the sidewalk, and on how to tie modules
together. (is flower pots on the sidewalk enough?)
I like the idea of "snap on balconies" BTW.
Play well,
Jacob
