Well, I plan on building networking code, but it won't be full IP.  However,
it would be easy to have an IP proxy running on the host computer and
relaying packets over the IR.

This looks a more promising start. Use a *very* simplified protocol over
the IR link, have packet filtering done at the static (non-RCX) end so
that only relevent packets get sent. Oh, and do the buffering at the
static end.
