Yes.

The idea being that you can run RCX programs in that virtual RCX
on you PC - presumably with the idea of being able to wring out the
bugs before putting the program onto the real RCX.

Quite how motor outputs are visualised and by what means the simulator
would read virtual sensors isn't well understood as yet.  But simulating
the actual RCX itself is certainly the easy part of the problem.
