Hey, this sounds like a really neat contest. I bet the Ferrari brothers
would be able to do well, they showed a tic tac toe playing 'bot at the
first Mindfest. It was cartesian, scanned the board to decide what to do
next, and picked up/released shapes somewhat similar to your requirements.
Of course, they're in Italy so you may be safe from their predations...
