Or more exactly, allowed by the copyright holder -- Public Enemy was
distributing their own songs on their web site, and were made to stop.

If I go to a website which licenses music from artists specifically for downloading, I believe you get to store it (...) (26 years ago, 17-Dec-98, to lugnet.off-topic.fun)
