They do charge extra for international sellers, but it's comparable to the
extra that Paypal charges (and their exchange rates when transferring to a
CN account are way better than Paypal's). However, their website design and
the screen layouts are much worse than paypal's - I find Paypal easier to
work with to keep track of payments etc.
I've never used BP to pay for anything, but I've received 30 or more
payments through them with no problems, from US, Canadian and overseas
buyers.
