This isnt the kind of answer for which you were seeking, but for me it was
the advent of Brickbay (now Bricklink). That has done more to allow me to
build whatever I wish then any particular LEGO set. I would also say that
Pick-a-Brick has also been a fabulous help as well.

Since were reaching beyond the original question, Id like to offer that my
building habits were greatly transformed by my discovery of
this set
back in 1993.
Scoff, you purists, but prior to encountering the 9701 Id never even seen a
compatible clone brand, since Tyco Superblocks came out during my dark ages
and Tente isnt compatible at all. But the 9701 really opened my eyes on
the matter and started me off in a direction much removed from canonical LEGO
mainstream.
The 9701 and its fellow Dinobloks sets preceded the bulk of LEGOs
departure from (mostly) primary colors (at least in terms of my collection),
so once I got my hands on the broader palette, I was hooked.
