Hmm, good question. I'm not Todd, but I'd be inclined to set the (fuzzy)
line at the (indistinct) top edge of cottage industry. How's that for
precision?

It's a difference of degree, technically, but I'd call it kind, at least for
Lugnet purposes. A good distinction is probably the point at which you have
to start hiring people.
