I truly doubt that LEGO in going to create a new OCX.
Their strategy was always focused in creating the maximum sowtware with the less work possible.
The OCX compatibility between two very different devices like the RCX and CyberMaster proves this. They went a long way to create a single OCX for both, when they are different in almost every major aspect: IR/Radio, sensor capabilities, tachometers, different firmware, etc.
The only unused feature in the OCX that was never used until now and that might guess a future use in a new RCX is a cable connection, that neither the RCX nor the CyberMaster make use.

The first question that comes to my mind is: Is the upgrade reversible or irreversible? Any why (...) (25 years ago, 29-Jul-99, to lugnet.robotics)
