Of course!

Now I know who to blame for killing civilians: France, Germany and Turkey!
Why didn't I realise that sooner? Countries not participating in the war are
the obvious killer of civilians! Not Iraq, not the US, not Britain, but it's
been Turkey, France and Germany all along!

Correct! I didn't want to boast about how many civilian lives we were saving
by helping the US. It might have made the New Zealand readers feel bad.
