They didn’t have much choice in the matter. The main guns have to be fed ammo in a specific sequence to compensate for changes in gun barrel geometry due to heat from firing the previous round(s). Rumor is that they’ve just been working through the stock of shells produced for WW2, and that noone knows the exact specs for producing them anymore. It’s not that they’re running out of shells, but that they’re running out of the shells they need to fire first. Reagan did bring back four battleships during the 80’s, but they were again retired after the Gulf War.

Do any other navies have battleships, or is the battleship pretty much obsolete nowadays?

They’re about as obsolete as the musket. They still work, and very effectively, but there are better options out there. Battleships can fire very far inland (especially with the 16” guns), but they are imprecise and cause a lot of collateral damage. Aircraft carriers can launch fighter-bombers carrying smart-bombs that will explode when they reach the floor or even specific room of a building that you’ve targetted. When you compare that level of precision to having someone sitting on a hill and radioing back to the battleship, “No, you’re hitting two miles to the northwest of the target”, and knowing that there might be schools and hospitals two blocks away from your target, that’s not accurate enough. Also, with the advent of missile-based warfare, there’s not as much need for the amount of ballistic impact armor hefted around by battleships, especially when you can park your aircraft carrier well out of harm’s way and send a sortie of planes to take care of business.
