I think it's a probe sent out by TLC to gauge reaction.
If people get all up in arms about it, they can claim the color of the head is
meaningless, it's just there to support the helmet. If people don't then
perhaps we will be seeing Lando or Mace Windu in the next couple years.
I think including it in a set in which another character has a blank yellow
head is defintely a calcualted and clever move by TLC.

| I hesitate to bring up a subject which has fueled such long and tedious threads in the past. However, it should be noticed that lego put a brown (albeit unprinted) head on the Tie Pilot.
