Why not a QuickTime or a Java VR.
This is a really small one, but it shows what can be done. It has about 144
frames (12 side to side by 12 up and down).

VR's could be optimized by removing rendundant frames (if left side is the same
as the right, no point having both) and increasing the angle between frames,
thus reducing the number of of totaly images (from 12 x 12 to 6 x 6 or
something). For severly slow modem users, all of the frames could be displayed
as thumbnails in a grid, with links to high res pictures.
These are pretty easy to make using a script and l3p to move the camera around
the model. I'm not on the cutting edge making the images into a qtvr, but I am
pretty sure it can be done on Windows. It is easy on a Mac. I'm sure if anyone
knows how to do Java VR's, that is an option as well.
