Why?  Isn't DNS resolution case-insensitive?

In theory it is, but in practice it's not always, unfortunately.  Make a
little web page that has links to www.WhiteHouse.gov and www.whitehouse.gov
and see if your browser colors them the same.

would grant a lot of freedom when it comes to bicapitalization.

In theory, yes.  In practice, using caps in URLs (especially domain names)
only leads to confusion and quarrel.
