In theory it is, but in practice it's not always, unfortunately. Make a
little web page that has links to www.WhiteHouse.gov and www.whitehouse.gov
and see if your browser colors them the same.

In theory, yes. In practice, using caps in URLs (especially domain names)
only leads to confusion and quarrel.
