My suggestion: worry about content and delivery before worrying about
spice.
LDraw.org should be approachable: easy to access, easy to understand, work
on the maximum number of browsers. Using Shockwave to deliver content
might improve some tutorials, but it also makes it more complicated to
access the content on the site.
LDraw.org should also be low-maintenance. This is a volunteer effort, and
there's plenty of tasks to go around. Using Shockwave would make any
shocked portions of the site high-maintenance.
Shockwave may make it possible to add spice, but there are plenty of very
attractive sites around which are plain HTML. And some ugly Shockwave
sites, as well.
