One point I'd like to add to the punishment/end of punishment (or replace "punishment" with "containment" or whatever if it feels more comfortable): I am comfortable with "punishments" which (...) But it is small town Saskatchewan... In some similar communities there the town will sell you a property if you just pay off the taxes owing on it. It probably has a value of <$20k.
