Yes it does.  As someone who personally spent almost an hour with the fine
TSA folks at the San Diego airport this past January I can state
emphatically that LEGO, particularly if it is loose bricks packed densely,
will look very odd (as in one big blob) going through the x-ray machine.

The fine TSA folks actually opened up several of my boxes before they were
certain that when  said I was packing LEGO bricks I was really packing LEGO
bricks.  YMMV but I'd alot some extra time when you fly.  I fly a lot and
typically allow myself the absolute minimum amount of time for security but
in this case, I thought I might have a problem so I headed to the airport
early.  I am glad I did, I needed it!

Hmm, the only thing that I can point to that has caused them to look at
my LEGO was transporting 12v transformers (which have a huge block of
metal). On the other hand, I have not packed unbuilt bricks.

I think anything large and dense will get their attention. Returning
home from GenCon, I got the extra treatment. I'm certain it was because
of the back pack of gaming books. I must say though that the two times
I've had extra treatment, the TSA people were more than pleasant. The
first time was at Christmas when I was bringing my mother two big blocks
of cheese. The TSA employee told me they looked like plastic
explosives... The Indy TSA person was a gamer, and knew about GenCon and
talked to me about my gaming interests as she looked through my bag.
