My understanding of it is that if the engine has both Dynamic Brakes and a
Steam heater, that problems with space resulted, so you ended up with a high
nose. I also think that this is less true in the more modern engines, which
usually have the toilet in the nose, and control gear up there as well. Very
few trains in NA are still steam heated (because the steam is a pain if you are
not running a steam loco to make, and electricty can be used for AC as well as
heat...)
